What is the Local Area Agreement?

A Local Area Agreement (LAA) is a formal agreement between central Government and the local area on a set of priorities for improving the quality of life for local people. Targets are drawn from a National Indicator Set comprising 198 indicators.

Shropshire's first LAA ran from April 2006 to June 2008. Shropshire's new LAA runs from April 2008 to March 2011 and is available as a download from this page.

Evidence base for new LAA

An evidence base for the new LAA has been produced. The document identifies existing and emerging issues from a wide variety of partners and their strategic documents. It includes contextual information, analysis and mapping of existing evidence where available. A summary of this document can be viewed as a down load from this page.

How does the LAA work?

The LAA aims to deliver a better quality of life in Shropshire through improvements in local services. Local partners work together to improve performance on an agreed set of outcomes. These outcomes are based on Shropshire Partnership's Community Strategy and the evidence base mentioned above. Partners match or pool some of their budgets and make joint decisions on how to use their resources to achieve targets.

Who is involved?

The Shropshire Partnership involves Shropshire's County, District and Parish Councils, West Mercia Constabulary, Fire & Rescue Service, Primary Care Trust, Shrewsbury & Telford Hospitals Trust, representatives from Shropshire's Equality Forum, business, voluntary and community sectors, Advantage West Midlands and Government Office for the West Midlands.

How is the LAA kept on track?

It is essential that actions towards achieving the challenging targets in the LAA are monitored and managed effectively. The LAA is overseen by the Shropshire Partnership's Leadership Board. There are robust performance management arrangements in place.

There are four LAA Steering Groups or Blocks:

  • Children's Trust
  • Safer and Stronger Communities Board
  • Sustainable Communities Board
  • Health and Wellbeing Board

The Blocks are made up of representatives from organisations responsible for delivering LAA targets. They are responsible for performance management. The Blocks report to the Leadership Board every quarter. The quarterly performance reports will be made available as downloads from this website.
